[texhax] can't find pdflatex.emft

Hi,

I have just installed the TeXLive 2003 standard install onto MacOS X 
10.3.1

The installation was successful and I have texhash(ed). When I run 
pdflatex I
get the following error:

"I can't find the format file `pdflatex.efmt'!"

Where does this live? Do I need to include it in my PATH?

If I run latex I get the error:
"I can't find the format file `latex.efmt'!" and
"### FAILED to generate 
/tmp/altpdflatex.29459-1071008366/cvatl-20031210.ps ()"
