There's a solution to a similar problem with marginpars in the package
mparhack.  It uses page numbers and references to those pages to
decide which side to put the marginpars on.  You have to run latex an
extra time to make sure the numbers all work out ok, but otherwise it
works fine.

I notice that the package has been generalized and improved since I
had anything to do with it, even though it still seems to bear my
credit.  I have an early version of the package that may be somewhat
easier to understand if you'd like to use that to adapt to your
heading problem.
