Sadly yes.

Virtual fonts make it easy, or one can use the ``soul'' package (space 
out and underlining) available from CTAN, http://www.ctan.org

Recently there was a rather lengthy discussion on TeX's capabilities on 
the website Slashdot.

If you're not put off by vulgarity and idle threats look at, 
``http://www.slashdot.org'' ``Adobe Kills Framemaker for the Mac'' --- 
probably you won't see anything too objectionable as long as you browse 
at comments moderated to at least 1.

The bottom line is TeX is a programming language, and the only limits 
to what it can do are human ingenuity, processing power / time 
tradeoffs, system limitations (my current project is running up against 
a filesystem size limitation, the host OS can't make files larger than 
512MB) and one's ability to make such resources available.
