[texhax] where to put .sty files?

... I just thought of another thing (I'll stop now, honest).

Fedora comes with this thing called "prelink" which speeds up program
execution by storing relocation information in advance.  I'm not sure
how much I approve of that (it's rare that I find I need to save 0.001
seconds of the execution of a program, I must admit), but anyway this
needs write access to /usr in order to work.  It seems to be scheduled
to happen every night.
