Try this..
$$
S:=(i,j)  = \left \{ \begin{array}{ccccccccc}  i = 0..M, j =0..N,~~~ 
for~ M >N ,\\
\\
i=0..M, j=0..M        for N > M.\\
\end{array}
\right.
$$
