Maybe I wasn't clear enough:

You should put a _character string_ in there not an actual length: e.g,
\begin{thebibliography}{thelongestlabel}
Then LaTeX does the measuring itself according to the font in use.
You'd still probably be better off with a .bst that does it for; indeed,
it's rather odd that the one you're using doesn't.
