This is mostly a function of the dvi processor, or the TeX variant 
chosen, and you're unlikely to find their abilities limiting, belike 
it's the output device, or format (e.g., .pdf has various physical size 
limitations for different versions for pdftex)

at http://www.tug.org/tug2003/donate/ you'll see a poster which I did 
using Omega (a TeX variant) which is a hybrid between A3 and US 
tabloid.

For LaTeX you should be able to use the geometry package, either 
manually, or with a pre-supported option, to get the desired size.
