[texhax] How can I insert a vertical spacing relative to upper
page limit?

White space is normally thrown away by TeX when
it creates a page-break, since that would normally
be what the user intended. When deliberately inserting
white space at top-of-page, a special command
is needed to indicate to TeX that this particular white
space is not to be thrown away.
