You got a little confusion too, read on ...

pdflatex cannot handle eps files; you'll need to convert them separately to
pdf first (ps2pdf or ghostscript)

But TrueTeX and MiKTeX are distributions, not compilers; compilers are tex,
latex pdftex, pdflatex etc.

The rotating package specifically works with postscript and is therefore no
good for dvi output.  But the dvi output is really only for immediate screen
viewing while editting.  The final product will almost always be pdf or ps.

Probably the best route is latex, dvi2ps, ps2pdf, then you won't need to
convert your figures and the rotating will work.
