You can download a new copy from http://www.miktex.org

Apparently you're trying to follow directions along the lines of:

http://www.cs.xu.edu/~mcgrath/howto/windows_tex_instructions.html

If you haven't tried it, I'd suggest using protext which is a wrapper 
around miktex and some other software:

http://www.tug.org/protext/

In particular you'd follow the instructions here:

http://www.tug.org/protext/Install/protext-install-en.pdf

Which has a high-lighted clickable bit of text which makes this change 
automatically.
