[texhax] TeX Converter

Dear Sirs:

I am an astrodynamicist at Lockheed Martin in Sunnyvale, and need to use
and make available to others here documents from the U.S. Naval
Observatory describing time systems and reference frame transformations
which are stored in the TeX format.  Can you recommend a Windows
software application that converts files from the TeX format to either
.rtf or .doc that can be used by Microsoft Word, or .pdf that can be
used by Adobe Acrobat?

A constraint imposed by Lockheed Martin is that the software application
must be produced in and distributed from the U.S.  I have found
applications that are used primarily to compose documents in the TeX
format, e.g., Scientific Workplace from MacKichian Software, but cannot
import any TeX file and perform the conversion.  The application
Tex2Word from Chikrii Softlab appears to perform the function I need,
but the company is based in Germany, so Lockheed Martin will not permit
us to use it.
