    Permission denied, the filename database cannot be created. Package
    installation failed

I expect you already tried this, but are you running as administrator?
It would seem it is trying to write into some directory to which it does
not have permission.  Unfortunately it's not telling us which directory :(.

If that's not it, here is another mailing list which is specifically for
miktex, so perhaps people there will have more helpful advice:
