That depends on your computer, or more precisely on your OS.  If you're
using Windows, then your LaTeX setup ought to be MiKTeX, which provides a
package manager.  On Linux you'll be using teTeX, which (if I remember
correctly) has to be augmented by hand (say, from CTAN), but does provide
tools for doing that.
