In general, this is only possible if there is stretchable glue on the page
-- space between paragraphs, around section headings, around lists,
inside lists. However, this glue may often be missing, or it looks very
awkward when there is space between paragraphs on some pages
and on other pages not -- so I decided to give up this idea in a
current project.
