Well, as far as I have looked it is in the bst.  Unfortunately, it uses the
author names in one way for output and a different way for sorting - this is
clearly an oversight on the par of the author - you could try substituting
"sort.format.names" with simply "format.names" everywhere (except, of
course, in its defining FUNCTION command) - but be warned: you could also
waste a lot of time and not get anywhere ;^)
