Just for the record: 

 Yes, I misinterpreted an unrelated error to infer that my EPS file
 would not be found by \includegraphics and kpathsea.  My fault.

 Yes, doing what I proposed to do is actually pretty simple, robust, and
 makes for much smaller output PS files.  (I don't know whether that's
 really much of a plus in a world of zillion-gig disks, but it used to
 be...)  Plus I can control the color the logo appears in, which is a
 nice side-benefit.  Unfortunately, the relevant facts (location of the
 origin, units, and the xdvi specials) are not well documented in the
 dvips and xdvi documentation.  If I have time I will address that.
