Hi,
I must admit that I do not know the exact answer too, but as far as I
remember \protect behaves similar.  I suppose that the reason is that
in something like \noexpand\foo the \noexpand survives only one macro
expansion but you don't know in advance what people do with a macro
until it ends up in tex's stomach.
