Here's a thought:
Why not use some combination of the current page and chapter /
section (and sub-section?) numbers (if positive) to get the seed?
That way the ordering of the random elements would remain consistent
so long as the pagination / placement doesn't change.
Trust me on this, your proofreaders will appreciate it.
