Icon - and Unicon  (= oo-icon) are still available. and are very 
likely to run icon programs written for earlier releases. I have an 
uptodate version, Unicon 11.3 .  Windows and linux versions  are well 
supported. 

Whether you feel the programs are useful is a different matter. 
I believe I have the icon & TeX skills to get them going again if 
this route is felt to be useful.
