[texhax] Bibtex questions

Hi, I've just joined TUG and do not know what the norms are for asking 
questions about TeX, so I thought I would start here.  I've been an 
off-and-on TeX user for better than 20 years but am not overly 
sophisticated.

My particular question is about Bibtex style files.  I have not been 
able to find a style file that suits my discipline (the format required 
in our premiere journal: Administrative Science Quarterly).  I would 
like to create a .bst file that would generate a bibliography consistent 
with our format.  But, while I could do this myself, the learning curve 
is probably too steep for my tolerance level.

Bottom line question: Is there someone I can hire to work with me to 
build such a .bst file?  How might I find someone?  What resources are 
available through TUG to find such a person?  I'm not looking to spend 
tons of money, but I could cough up some funds to do this.
