The .pdf manual for this, as well as the .dtx file of commented  
source code from which one can install the documentclass are freely  
downloadable and included in most TeX distributions:

If you need a printed copy I'm afraid you'd have to make it yourself  
or upload it to one of the print on-demand places and pay for it  
(hmm, that's an interesting idea on a way for TUG to make money....)
