[texhax] typesetting short footnotes into paragraph

Presumably fnpara.sty has the same problem: it is very old and, as the
minimal documentation says: it is only Knuth's algorithm dressed up
for LaTeX.

Do you know exactly why the algorithm gets the number of lines wrong
sometimes (I am not surprised if it does)?  Any information would save time
in fixing it.

Is it only when the footnote contains non-standard-height lines?  That
would be a tricky case to automate ... take Jill's advice `Don't use
non-text footnotes in your books!':-).
