I know that the array package is installed wherever I work
(unless a new machine has been installed and it is my job
to re-install MiKTeX and WinShell, as last week
-- you may have heard or read once upon a time:
"I have updated my MiKTeX installation completely,
and now nothing works at all") -- see my reply to Martin Heller.

I won't switch to Plain since LaTeX provides a number of handy
things; moreover, Plain would not be very friendly to editors
of journals or so who use a LaTeX variant to adjust a submission
to the publisher's style.
