I get:

$ pdftex \\relax
This is pdfTeX, Version 3.141592-1.40.3 (Web2C 7.5.6)
entering extended mode

*hello\bye
[1{/home/reinhard/.texlive-alpha/texmf-var/fonts/map/pdftex/updmap/pdftex.map}]
</home/reinhard/dev/texlive/svn/trunk/Master/texmf-dist/fonts/type1/bluesky/cm/
cmr10.pfb>

It obviously loads cmr10.pfb. The same happens when I use dvips.

Whether you get pk fonts or pfb fonts depends on the content of
pdftex.map (for pdftex) or psfonts.map (for dvips). Both files are
derived from updmap.cfg by updmap.

LaTeX and plain TeX are not treated differently in this respect.

If you need other font encodings, maybe it's best to try ofs.
