there's an experimental web service called Mathtran  that converts 
TeX coded (equations) to png pictures. The Open University  is the 
developer. Jonathan Fine alerted me to it. He is probably involved 
with it.

About MathTran

This website will provide translation of mathematical content, from 
TeX to MathML and vice-versa, and to graphics formats, as a web 
service. The software that provides this service is open source, and 
can be downloaded and installed on your own web-server or desktop 
machine (Unix/Linux only at present).

We are about halfway through the project, and now have TeX running as 
a daemon, providing genuine TeX typesetting as a web service. Please 
click on [Render] above to see it work. Our next priorities are 
translation to and from MathML, and supporting some LaTeX extensions 
to the TeX math notation (such as \frac).

MathTran is being developed at The Open University (the UK's leading 
provider of distance learning) and is funded by JISC (a UK funding 
body that supports innovation in education and research IT) and the 
OU. The project thanks JISC and the OU for their support.
