[texhax] Bug#446476: Bug#446476: natbib cannot handle utf8

Hi Norbert

It is indeed a TeXlive recommendation and it is not clear where they
get their advice from.

Our problem is that so closely connecting latex and recommended
suggests this may be our classification.

This does not imply that we think that ucs.sty is wrongly classified;
merely that the Project Team does not necessarily have any input into
this -latex-recommended list.
