[texhax] Placement of figures

[when harry met sally]

Hi,

I am writing a ducument using 

\documentclass[12pt]{article}
\usepackage{graphicx,natbib}

Even though I am placing figures with \begin{figure}[htbo], all the figures appear at the end of the dvi/ps file. What can I do to make the figures appear near the text they are referred to?
