You have to tell us what distribution you're using (TeXLive? MikTeX?)
to tell you where to put the file, but for the time being you can put
it in the same folder/directory as your LaTeX document and, in your
preamble (between \documentclass{...} and \begin{document} put
\usepackage{llnsdoc}.
Whether you're using TeXLive or MikTeX, at the command prompt type
texdoc lshort
and hit <enter>. If you're using MikTeX, see also the MikTeX Manual.
Also, you can consult the BibTeX documentation with
texdoc btxdoc
You can find a wealth of information at

including references to BibTeX as well as Windows applications to
manage your BibTeX databases.

Yes ---click on any volume, and on any work click in the BibTeX link
to see how the entry was produced.
