I'm going to pass on commenting on the beginning and middle of this  
message, except to note that my understanding was that the decline in  
membership had reversed once TUGboat had gotten caught up and back on  
a regular schedule, and wanted to comment here:

There is a registration discount for WinEdt through TUG:

and there are a number of opensource TeX front-end available from  
CTAN, and of course, for the emacs-users there's AUCTeX:
