1.  PROBLEM SETTING \LEFTHYPHENMIN.

I would like to set \lefthyphenmin=3 for English on a multilingual system.
 The default value is 2.  All direction which I have found suggests adding
\lefthyphenmin=<value> to hyphen.cfg .  Yet, none of the direction which I
have found seems to specify where hyphen.cfg should be located.

There is a hyphen.cfg from the babel LaTex package included in
texlive-latex-base on my Debian system.  However, I understand that direct
local use modifications of the package files as supplied is the wrong
place to make changes because it complicates updating.

Q1.  How and where should I set \lefthyphenmin=3 for English?

Q2.  Do I need to reconfigure TeX after making the necessary change?


2.  VERSION.

I am using TeX Live 2005 packages which have been packaged for
distribution with Debian GNU/Linux etch, the current stable version.  Both
TeTeX 3.0 and TeX Live 2005 are available on Debian etch.  TeX Live 2007
is now part of Debian testing and will be in the next stable version of
Debian.
