When other people commented that you could have downloaded protext

need to download them separately now that you have downloaded

(CTAN home)\tex-archive\systems\win32\protext\ProTeXt-2.2-071608.exe

That is a big self-extracting zip file that you can run as an installer
(or burn to a CD).

I suspect (but am not sure) that what comes out after unzipping is 
the distribution CD contents, and you need to then run Setup.exe
as the *real* installer.

Look for protext-install-en.pdf within the unzipped contents, or
get it separately:
   ftp://tug.org/tex/protext/Install/protext-install-en.pdf
anf let that guide you through the installation.
