I'm just a TUG member, and I don't know if there is a French version  
of proTeXt or TeX Live, if by that you mean a French graphic user  
interface of the installer; if you mean support for writing LaTeX  
documents in French, every TeX distribution has it.

And you don't need the DVD to get proTeXt or TeX Live (moreover, you  
don't need *both*, as both are TeX distributions); you can get either  
one from the Internet.

proTeXt:

For a LaTeX front-end, many people use TeXnicCenter:

But maybe you'll like TeXmaker (with by default has English, French,
