[texhax] emph{} should toggle emphasis in text set with \itshape

Hi folks,

my style sheet uses \itshape for quotations. I have a few quotations
with \emph{} in them, and the proper thing to do would be to
de-emph{} (toggle emphasis) in this context. Can texlive do this?

Alternatively, what's a better way to make quotations appear
cursive?
