[texhax] best way to revise a large existing text

Hey folks,

I am about to start work on the second edition of my book _The
Debian System_ (http://debiansystem.info). I expect only minor
portions of the existing text to change, and will mostly be adding
new content, and so the editor requested that I mark the changes to
facilitate the editorial proof-reading.

What are smart ways to do that?

Obviously, I can just insert e.g.

  \startchange{2}
  \endchange{2}

around changed portions (where '2' is the number of the edition) and
upon release, define the commands to do nothing if the value is <=2,
or I could just use comments in the TeX source, but I am wondering
if there aren't better ways. Do you know of any?
