Simple question, simple answer: You need TeX Live.

Did you simply copy Windows 7 over XP or did you install TeX Live
under Windows 7 again?

I don't know how to help you unless you provide more information.  If
you run pdftex, you either get a PDF file or an error message (hopefully).  
If you don't understand the error message, post it to the list.
