There are TeX primitives called \abovedisplayshortskip and
\belowdisplayshortskip . They are similar to \abovedisplayskip and
\belowdisplayskip but are used if "the line above is short and the
display is also short", as you said.
Just play with \abovedisplayshortskip and \belowdisplayshortskip and
see what happens.
