A Very Important Point. 

hyperref certainly is a Very Important Package. 
Since about one and a half year, I have considered nonsense 
not using hyperref as soon as a document needs a 
table of contents, moreover links to the web or other 
documents are so nice.

A Very Important Package Y such as hyperref or amsmath 
simply may be too difficult to understand for the authors of package X 
such as lineno.sty. So unless I get some heavy funding, 
one may hope that the maintainers of Y understand X 
and can provide a compatibility hack. ((i) This may be difficult 
with X = lineno.sty. (ii) Alex Rozhenko's afterpackage 
is nice for such hacks.)
