Just a comment:  The original menu card looked fine even without
leaders.  Only for menu 21 leaders would be helpful because the lines
are very short and the vertical space between them too.

However, I'm not convinced that it's best to put the leaders at the
end of the first line.  A Vietnamese will certainly skip the English
text. In this case it's ok.  For an English reader the leaders might
be misleading.  They might distract from reading the second line.

I suggest to try both, leaders at the and of the first line and at the
end of the paragraph, before making a final decision.  It's hard to
decide which variant is best without the ability to compare the
results.  But I tend to prefer leaders at the end of the paragraph.
Seems to be more logical.

Without leaders at all I prefer to have the price at the end of the
first line.  But

  Stir-fried chicken with Shitake mushrooms  . . . . . £6.25
  in oyster sauce

needs getting used to.  Does anybody read the second line at all?

However, it's one of the most beautiful menu cards I've ever seen.
