No clear what exactly exactly is required. F.e. If pages 23, 25 are
portrait and 24 is landscape should the text from page 23 continue to
page 24? or 25? or just eject?

Ditto: what about text from p 24?

Should be the number on p 24  be normally read in portrait mode? or in
landscape mode? If nothing works one can use eso-pick or textpos
packages.
