[texhax] declaretheoremstyle: undefined control sequence

a search of command definitions in the thmtools
package shows that \declaretheoremstyle is
defined in the file  thm-kv.sty  so that is
the one that needs to be updated.  whether the
new version of thm-kv will work comfortably
with the other thmtools files is uncertain, so
perhaps it would be safer (?) to download the
entire thmtools package.
