Yes, you are correct.  xpdf itself, as its name implies, depends on
the X11 window system, which unfortunately isn't supported by Windows.

However, what TeX Live provides are the wonderful command-line tools
which are part of the xpdf distribution, such as pdftotext, pdftops,
pdfimages, ...
