In memoir one can have  \section[<TOC/outline>][<running head>]{<section
title>}

Definitely if section title is long it is better to have a shorter versions
of it for <TOC/outline> and <running head>

While putting formulae in the section titles should be rare, typography
should not have severe impact on content; also there are smaller
subdivisions where putting formulas is more justified
