Thanks, great to learn. I dared to look at the fucking TeX Live manual 
for the first time in my life, and in the history for 2004 I found:

    pdfetex is now the default engine for all formats 
    except (plain) tex itself.

I have not dared to see further whether that policy changed later.

I have dared to try Reinhard's 

    <cmd> \\showthe\\catcode222

for <cmd> from etex -ini, latex, pdflatex, ... indeed always got 12.
