Hello Steve.

I wonder what state the miktex installation is in, because amsart
is a standard part of any LaTeX distribution, so it should be there
already. Can the user process documents of other document classes
like "article"?

The ams class files should be at <TEXMF>\tex\latex\amscls
where "<TEXMF>" means the root of the TeX files of your miktek
installation (article.cls should be at <TEXMF>\tex\latex\base).

>From that CTAN web page there is also amscls.tds.zip which should
unpack everything into the appropriate standard location.

or inside the zip file you already downloaded.

(I see an item 5 that incorrectly refers to amsmath.sty instead of
amsart.cls: "To check the end result, you should find that you now
have amsmath.sty [sic] in the following location
  TEXMF/tex/latex/amscls/amsart.cls")
