[texhax] LaTeX and non-ASCII file system

It works on MacOSX but it does not seem to work on Windows (as complained

and tried first
\usepackage[encoding,filenameencoding=utf8]{grffile}
then "file not found" and then
\usepackage[encoding,filenameencoding=cp1251]{grffile}
with utf8 document encoding:
\usepackage[utf8]{inputenc}
no complains but pdf was not generated (may be he did not wait long
enough). May be someone having experience with Windows and MikTeX can help?
