\begin adds no space. It runs (in this case)  the command \WHATEVER so
that command may or may not add or remove horizontal or vertical space
depending on how it is defined.  Also you have one space token coming
from the newline in your source file before BLAH that may or may not
generate space in teh output, depending on the definition of \WHATEVER
