\documentclass{beamer}
\usetheme{Warsaw}
\setbeamertemplate{items}{}
\setbeamerfont{itemize/enumerate body}{size=\tiny}%
\setbeamerfont{itemize/enumerate subbody}{size=\tiny}%
\begin{document}

\begin{frame}
\frametitle{this list done with base LaTeX begin \{itemize\} }
\tiny % only valis for the normal text
I want all the text on this slide to be small. And I'd like to omit the
symbols at start of each item

\begin{itemize}
	\item Broome County Health Department
	\begin{itemize}
		\item one
		\item two
	\end{itemize}
		\item {Tompkins County Health Department}
	\begin{itemize}
		\item three
		\item four
	\end{itemize}
	\item {Cornell University}
	\begin{itemize}
		\item five
		\item six
	\end{itemize}
\end{itemize}
\end{frame}

\end{document}
