Does tlmgr update --all transcend years?

Hi all,

If my current TeXLive is under directory /usr/local/texlive/2021 and I
perform command:

tlmgr update --all

Will the preceding command produce /usr/local/texlive/2023 and set
everything up to use /usr/local/texlive/2023 instead of
/usr/local/texlive/2021?
