    As far as I can see the first sentence means "Caps started melting in
    1998 and have been melting since then",  while the second one means
    "In 1998 polar caps were melting, but we did not check since then".

Um, well, I don't know that English has that strict of rules.  Your
polar sentence is in a different tense, which kind of changes things.
You wouldn't ordinarily say "As of" there.  The "As of" in my original
sentence would normally be read in the way you are using "Since", at
least "normally" by me :).

Anyway, no matter.  I deleted the "As of 2005," in the English live.tex.
It's not really necessary now.
