[tldoc] 2010 doc status/timing

1) I made a couple more small fixes to texlive-en.tex reported by Jan
Busa (thanks Jan).

2) I'd like to shoot to have the final translations in by July 15, so we
can build candidate images with no "known" changes for testing for a few
days.  I dearly want to deliver the final image by July 22.
